Conference of the States Parties to the United Nations Convention against Corruption

On December 15-19 in Doha, Qatar, International Whistleblower Advocates (IWA) will be participating as a civil society group in the 11th Conference of the State Parties (CoSP 11) to the United Nations Convention Against Corruption (UNCAC).

As an approved NGO “observer” for the Convention, IWA is working with a network of anti-corruption organizations, agencies, and human rights defenders to support the introduction of an urgent resolution supporting the implementation of critically needed whistleblower/anti-corruption practices to combat transnational crimes such as bribery and money laundering.

Enforcement of laws such as the Foreign Corrupt Practices Act and Anti-Money Laundering protections are at a critical crossroads, and the need for increased enforcement should be high on the Convention’s agenda. With diminishing U.S. leadership on the fight against international corruption, it’s more crucial than ever for liberal democracies to take the lead in rolling out an effective international anti-corruption regime. CoSP 11 is an important stage for working towards this “Reverse Marshall Plan.”

    Stephen M. Kohn

    International Whistleblower Attorney

In addition to winning the first-ever $100 million whistleblower award (UBS Swiss Banker Bradley Birkenfeld), Kohn has set numerous precedents expanding the scope of protections for whistleblowers and securing multi-million dollar judgments under the False Claim, Dodd-Frank, tax, and environmental whistleblower laws. Kohn helped write key whistleblower laws, including Dodd-Frank and Sarbanes-Oxley. He has pioneered transnational whistleblower protections under the FCPA and Commodity Exchange Act and was the principal author of the Anti-Money Laundering Whistleblower Enhancement Act. In 1985 he wrote the first-ever legal treatise on whistleblower law. His 8th book on whistleblower law is Rules for Whistleblowers (Lyons Press 2023).
