Kohn<\/a>\u00a0spoke at the OECD 2025 Global Anti-Corruption &amp; Integrity Forum, appearing on panel\u00a0\u201cEmpowering Whistleblowers: Strengthening Protections in the Fight Against Corruption\u201d\u00a0sponsored by the National Whistleblower Center.\u00a0<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-vimeo wp-block-embed-vimeo wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"OECD 2025: Empowering Whistleblowers and Strengthening Protections in the Fight Against Corruption\" src=\"https:\/\/player.vimeo.com\/video\/1129619310?dnt=1&amp;app_id=122963\" width=\"500\" height=\"281\" frameborder=\"0\" allow=\"autoplay; fullscreen; picture-in-picture; clipboard-write; encrypted-media; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">During his presentation, Stephen emphasized the crucial role that whistleblowers have played regarding the&nbsp;<a href=\"https:\/\/kkc.com\/frequently-asked-questions\/foreign-corrupt-practices-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">Foreign Corrupt Practices Act<\/a>&nbsp;(FCPA). In light of&nbsp;<a href=\"https:\/\/wp.nyu.edu\/compliance_enforcement\/2025\/03\/13\/crippling-the-fcpa-is-bad-business-for-the-u-s\/\">the recent changes to the United States\u2019 enforcement of FCPA<\/a>, Kohn proposed a concept titled&nbsp;<a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=5181820\">\u201cA Reverse Marshall Plan for Anti-Corruption: Liberal Democracies Can Fill the Void Left by Changes in U.S. Policies,\u201d which he laid out in a recently published paper for SSRN<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the OECD Forum, Kohn urged that the enforcement of foreign bribery should be prioritized and called on liberal democracies to lead in establishing an effective international anti-corruption regime to compensate for any decline in U.S. enforcement of the FCPA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kohn stated, \u201cWe are in a worldwide crisis. The United States has handled 95% of all FCPA cases.
